What is CDM 2015?

The Construction (Design and Management) Regulations 2015 replaced the CDM 2007 Regulations on the 6th April 2015 with revised duty holder responsibilities and placed enhanced responsibilities on Clients.

The role of the Principal Designer replaces that of the CDM Coordinator taking on many of the CDM Coordinator’s previous responsibilities. However, a number of previous CDM Coordinator responsibilities now sit with the Client making their duties more onerous.

The Construction (Design and Management) Regulations 2015 are intended to protect the health and safety of people working in construction and others affected by the works. CDM 2015 now fully aligns with the EU Temporary Mobile Construction Sites Directive addressing for the first time domestic clients and multiple contractor construction sites.

The Client has overall health and safety responsibility for the successful execution of a project with the Principal Designer and Principal Contractor taking the lead over different phases. Clients must ensure that construction work is carried out, so far as is reasonably practicable, without risk to the health and safety of workers and others.

Principal Designer / Client Advisor Service

CJA provides the services of a CDM Consultant to the Client and/or Principal Designers, with support services also available to the Principal Contractor.

With all duties previously held by the CDM Co-ordinator being reassigned between the Client and Principal Designer; CJA’s Principal Designer / Client Advisor Services will ensure this potential gap in health and safety experience is addressed and managed by providing the necessary skills, knowledge experience and training to provide expert compliant support to both duty holders.

CJA acting as the Clients / Principal Designer’s Advisor can offer a support service that assists Clients and Principal Designers comply with their legal responsibilities.


We offer the following service:

Advise the ‘Project Team’ on the responsibilities placed on the duty holders – Client, Principal Designer, Designers, Principal Contractor, and Contractors

Attendance at meetings throughout the project as required.

Coordinate the design risk management process during the design stage

Provide advice ensuring clients comply with their duty to appoint designers and contractors with the necessary skills knowledge and experience in respect of Health and Safety and their duty to ensure that adequate arrangements are in place for managing and organising the project.

We can notify the project to the HSE (where applicable) on the client’s behalf.

We can provide information to designers and contractors by identifying and collating pre-construction information and advise the client if surveys need to be commissioned to fill significant gaps.
Identify relevant information for inclusion and assist in its creation

Assist with preparation of the Construction Phase Plan

We can advise the client on the suitability of the initial construction phase plan and welfare arrangements

Review Construction Phase Plan and associated documentation

Support with a collation of the Health and Safety File

Ensure compliance with all current Health, Safety and Environmental legislation throughout the project

Most importantly ensure you have access to competent construction related health and safety advice throughout the duration of the project.

Appointing a Principal Designer Advisor, Client Advisor or both will save time by allowing CDM duty holders to focus on their primary roles, leaving CJA to ensure that you become and remain compliant under the new regulations throughout your project.

Our Principal Consultant, Christian James, has since the introduction of the CDM Regulations in 1994 gained extensive knowledge and experience from previous roles as Planning Supervisor and CDM Coordinator. He is suitably qualified with appropriate skills, knowledge, and experience to provide the necessary professional support to Clients / Principal Designers in their roles as duty holders under CDM 2015.

As well as being a long-standing member of an internationally recognised professional body, (MIIRSM) our Principal Consultant, Christian James is an incorporated member (CMaPS) of the Association for Project Safety (APS), which is the authoritative body in the field of construction health and safety risk management. Among its membership are some of the country’s leading health and safety professionals.
